IMO, Mario being angry isn't a source material issue, in fact, Mario being angry is not an issue in a vacuum, because Melee did it well, the problem is that he's being portrayed as genuinely PO'd and not just competitive - both as the face of a silly party game with a wacky, mostly-lovable cast...

Stafe is not very useful on the ground, since most projectile moves stop your momentum completely on the ground, but in the air it is very important, since you turn in the air otherwise and most air attacks are assymetrical, while most projectiles you do still move a bit while performing in the air.
