what area a character's "chances"? what do people mean when they say, this lowers so and so's chances... or because of this, so and so has much better chances?

it seems to me that the people making the game would do something like this:
1) get a list of people, from fans and what not that could be in the game.
2) look and see how well the would fit in with brawl, a few would get knocked out here, but not many
3) pick one character, and think about how they would move, fight, balance out with others, jump, die, and all the things a brawler needs to do. see if they work.
4) think up a lot of movesets for them.
5) see how the move sets would work in the game, take parts that work well, and make a final moveset,
6) see if the character and there new move set is brawl worthy.
7) make them in code, or get rid of them, and move on the the next brawler.

the chances seems to think to me:
ok lets get this random number generator, and then see how gets in, lets see this guys cool so he gets a 75%, oh and we need more girls so here have a 65% here, and lets see... we have Pokemon from this game in pokeballs so he gets a 87%, and we don't need a swordsman he gets 25%

becuse to me... it seems like some one gets in, is story/boss, is an AT, or is in the background or smaller spots, or is out. nothing other then that, (as far as I know),,, so what are chances?

I'll post so your topic isn't an epic failure. :)

For example, Midna has higher chances to be in Brawl than Skull Kid because Link, Zelda and supposedly Ganondorf have their Twilight Princess designs, and items.

It's simply a poor choice in wording. Obviously, it's not a "chance" thing, but a measurement of the possibility of their inclusion. Anyone who is actually slapping number percentages is clearly a silly, silly person who needs to rethink common sense.

People enjoy saying "this changes the chances of bla ba bla" just because we're a bit bored and don't have anything else to do but speculate. Obviously the characters will be chosen off of criteria similar to what you said, not something as random as chance. However, people are talking about how certain things effect the criteria, such as the common "more females and more villains wanted", and people feel that the need for representation is part of the criteria, so if for instance Lyn was chosen to be a character, many would feel that as she fits the female representation from that series it would lower the need for another character to fit that niche in Smash Bros., thus lowering the "chance".

... speaking of chance, what's the chance that anyone will really care enough to read all of what I just wrote?

100% because I am someone, and I just did.

For some reason since Link and Zelda have their newest designs, they assume EVERYONE has to have them...

...I think it's just because Link and Zelda's newest designs are just redones of their older designs but with 10x the detail
