They are both part of the retro genre, imo it heightens his chances as it could foreshadow something to come. Also Brawl is a game about nintendo's characters coming together, their worlds are bound to cross.

Not to mention Sakurai wanted Balloon fighter as a playable in melee.

Anyway, it does nothing. We have no idea if, BF is in the game, he's meant to share The Summit with the Ice Climbers or not. If he is in the game and he does share the stage, it most certainly wouldn't be the first time that's ever happened in the SSB series.

Sakurai wanted Balloon Fighter in Melee, but due to the time limit, and weird physics he didn't include him. I don't know exactly when this was said but if you ask someone who keeps track of all the dates, im sure you will find out.

Sakurai merely considered adding BF to Melee as the representative of the classic Nintendo (NES and earlier) era; he later opted to go with the Ice Climbers. The "Balloon Fighter was supposed to be in Melee" rumor is exactly that... a rumor.
