He has better options, but yes, you can.
His bair is good, but his downB is also good option against slowfallers.

It can work more effectively against certain characters. I think of Mario, Luigi, and Ness trying to clear their return path with projectiles. You can absorb those, then release PK Magnet to send them away when they try to return. Not the greatest option, but it has its place.

Does the PSI Magnet inflict damage while it's out, or does it only cause damage as soon as it pops out?

Neither. It inflicts damage when you deactivate it.

His downB can also be used to recover as well. It sort of feels like Marths DownB recover spam from melee.
You just pop it repeatedly in the air and you gain forward motion.

I don't know about you guys, but I prefer pushing them away with Fair and then edge hogging or bair spiking.

It seems to have absolutely no priority...
Maybe I was timing it wrong but the returning char could do ANY aerial and hit you back, and with the ease of recovery in this game recovering chars have ampletime to do almost ANY aerial.
Use forward air, down air, back air, or forward B. So much easier!

I prefer to wait until they're in the "helpless state" while landing then I grab em and throw em back out again. Just to piss em off. It's funny.
