How useful is Mario's air-stall with cape?

Is Mario's air-stall as long as Fox's (sry if I don't call it J-shine but I'm only refering to the
air-stall). I know air-stalls aren't too useful, but they look pretty good for mindgames.

If I remember correctly it's pretty similar if not identical to his cape move from Melee.

his cape moves him up/forward less... but this is from memory, ill check up on it more later.
