Short hop double bair, bair, dair. It lloks alot like melee Marth in terms of how it looks, knock back, and the way it carries.
And does toon links SH arrows cancel upon landing? And his Zair useful?

Depends how you play him I guess, if you're campy or combo based or whatever =/

Hmm. I'd say:
SSBM Marth-some range and power+kickass projectiles=Toon Link

I really hate to crush your spirit here, but that combo is fairly easily escaped. Toon Link isn't really comparable to Marth because so many of Marth's attacks are huge sweeping strikes, which allow him to link many of his attacks together. Toon Link's moves don't chain together as well, with the obvious exception of the Bair.
The Zair has some uses, but it's not the kind of thing that I'd rely on. It comes out quick, and has a much longer range than his sword, so if you're in the air and too close to use an arrow, then the Zair can be a lifesaver. It's great for interrupting moves, but I feel like it's in a kind of middle range between the sword and the projectiles that I don't like to be in.

I agree , he may have similarites, but so does every person with a sword.
BUT i do not think Toon Link will be such a dominate player such as marth.
