I've never seen his physical shield totally reflect shots, maybe you're refering to the Mirror Shield that Link has in WW, but from what I know, shots get cancelled if it hits his shield. If it hits his head, however, he takes the damage. Works on all projectices that hit the surface of the shield, even grounded attacks. Though for bob-ombs, I'm not too sure about richochet damage, but TL/Link's bombs can hurt from the explosion.
Someone want to clarify with richochet damage for me?

k, and it can only reflect when standing still? If so is it still worth bothering to stop moving to use?

It doesn't reflect them it cancels them. And yeah you have to be standing still and facing the attack otherwise you will still get hit by it.

i've seen Toon Link standing still reflect some shots and take others. Anyone know what decides whether it hits or gets blocked other than standing still?

You'll get hit by explosives and any other attack. Moves that work w/ his shield are other TL projectiles, Lucarios neutral B, Link's arrows after so long, I'm not sure about PK Fires. But I do know you'll eat samus' projectiles and Pit's arrow. I only really play against a Snake player and a Lucario/Pit player, so that's all I know.
Oh, and if a bomb such as those made by Link or TL or even peaches turnips hit the shield, they'll just bounce right off. But still be careful about the boom.

I've been hit by Aura Sphere while standing still, though it was literally hit and miss, so I guess I'll have to toy around with it some more.
