So from watching Kizzu I've seen that he uses his melee sporadically and knows what he's doing.

But aside from that I also noticed that he only used his ground melee attacks on a few occasions. These being:
1) When he was able to land a finisher.
2) When he needed to protect himself from side attacks.

So there we have two, maybe there were a few more but that's basically what I saw. So here's my question. Is Toon Link's melee strategy supposed to be limited to aerials for the most part, other then in a few distinct circumstances? Or is that just his style.

It depends on your style with TL. Kizzu uses a style that is very oriented around aerial attacks and combos with his b-airs. You can also play more oriented around projectiles where you would use less melee attacks period. However, even if you do use the aerial style you can still do a lot of ground melee attacks, it really depends on how you want to develop your play style.

If you have ever seen a Toon Link match, most of the match is exchanging projectiles to lead to approaches. Melee attacks are need if you have a more melee oriented playstyle and aerial attaks are a big thing in Brawl. All characters use their aerials to approach, combo, edgeguard or even kill. It all depends on your playstyle regarding the frequency of the using your moves.

So then the answer would be that yes it is just his style... which is absolutely amazing though haha.

Okay well then, since that answers that.

Does Toon Link have any real fast ground attack combos, or mostly just aerial combos and swift crushes for the ground (and projectiles of course).

very few chars have legit ground combos

do you consider fsmash1->fsmash2 a combo? =\

Basically don't plan on comboing on the ground unless it's ground to air, such as down smash to bair.
