Toon Link will go as far as where the players skills are. Brawl is a lot more balanced than Melee, the top 10 characters in this game can all beat each other (with the right amount skill) imo.

I agree. The idea of tiers only exist with people new to the game. I have seen Toon Link win numerous Tournaments against any foe.
