I originally mained Toon Link, but could never get the hang of using Zair to it's full potential. Proper timing just eluded me. Now that I've mained Olimar for a while, I felt like playing good old Toon Link some more.
After watching some videos, I saw that the key to approaching with Zair is actually to approach with Air Dodge; you can Zair out of your Air Dodge at any time, that is, the air dodge is cancelled as soon as you do the Zair.
This worked a lot better, but the REAL strategy goes one step further. Just like shield grabbing, you can Zair with the L and A buttons. So you approach with a short hop air dodge, but keep holding the L or R button, whichever you use to air dodge, then simply press the A button whenever you would like to do the Zair - remember that it automatically cancels your air dodge; if it looks like the Zair won't land, you don't even have to use it; it's all decided by the push of the A button.
Sorry if this is already here, and I know it sounds simple, but I never came across a good summary of how to use Toon Link's Zair, and since it's so much easier now that I figured this out, I thought I would share in case someone is in the same position I was.
