Why is Toon Link so low in the tier list?

So I used TL in some matches with friends today, and smoked them all in nearly every match that I used him. How is he D-tier? Sure, he has some hard matchups, but amazing recovery, good projectiles, fast, a passive sheild, and deceptively powerful smash attacks (not to mention aerials)... the only downside I can see is his light weight. Obviously I don't have a lot of experience, but can someone explain this to me?

There's a thread about this already... I'll say that he's a very predictable character with limited "reliable kill moves."
