B neutral freezes the enemy sometimes. Is it a random event, or is it based on how it is used?

It's random, but happens more often if the opponent has a higher percentage. At 200% my Climbers tend to cause the freezing about 50% of the time, but maybe that's just me. Blizzard can also freeze.

Depends on the percentage I think. The higher the percentage the bigger the chance of freezing. But I don't know if your opponent has 0% and then gets hit by neutral B if he has any chance of being frozen. 50% chance could very well be the maximum chance you get though.

Either if you or your opponent is at high percents.

I say if their high enough to be frozen. Then they shouldn't be alive. Especailly after you grab them, no matter whom it be.

On super sudden death, it's almost a 100% chance for me.

yes, at high percents the ice cubes have a very high chance to freeze, and the blow has even greater chance than the ice cubes do. this could be a downside though, because if the ice cubes freeze the opponent, then they dont spike him properly.
