I dont understand. when u r falco and you shine, how do you know when to wavedash out of it and attack as opposed to jumping out of it? are there just psychic people who know which way the opponent is going ofter u shine?

Follow their DI or take a guess, Unless you acctually CAN Read all of your opponents moves, Either Take a guess or Follow their DI.

their DI matters but I believe the angle you hit them with the shine matters and it is also character dependent. I don't need to waveshine as much against most characters as I need to wavedash out of an l cancelled dair or another aerial against a character like mario or fox who doesn't just spike when you hit them on the ground. there are certain definite patters and of course a little bit of luck. also after practice you should be fast enough to get a glimpse of where they are headed after your shine and waveshine fast enough in that direction. as with most things practice practice practice, first against level 1 computers just to get your technique down and then mix it up with as many possible human fights as you can!

Mostly I see people who shine wavedash one way and if their opponent is DIing the way they WD in they attack from there. If not they usually immediately dash the other way and SHFFL something.

Usually, even if the person DI's to the left lets say, but u shined him on his left, he's not going to DI very much to the right due to the fact if he were wanting to get the most DI out of the shine he'd go right, due to the physics in this game. Most of the time it is just a matter of luck when thinking of which way they will DI, but most of the time the opponent will use the same pattern and DI in the same direction, that is if he's a noob... lol
correct me if i'm wrong because i'm only posting what i've heard from others.

Yeah you have to usually just guess which direction they are plannig to DI and usually your opponent will DI to the edge to get away from your move but leads them to the fate of infact theedge risking dying anyway or they'll DI to the direction they think it's the hardest for you to get to from that position you are currently at

waveshining for falco is used in these two situations the most
a> less common - when you land and you shine, and they have shielded, some people like to wavedash behind the person and then shine again, so that they cant grab you. you can do this instead of shorthopping and then pillaring if you are afraid you might be grabbed
b> more common - when you hit someone with a shine, if they DI left or right really far <mainly against fox or other fastfallers> - you cant just jump up and hit them cause they are out of range - instead you wavedash and follow them, and then do a shffled dair to get them.
