Even some other pokemon doing this would be cool IMO.

No. Plain and simple. Pikachu is way too good a character to be hindered by the fact that evolution is permanent and there would be riots by super hardcore Pokemon fans if suddenly Raichu could devolve into Pichu. Sorry, but Pichu is gone, and Raichu never had a chance.
