I'm somewhat skeptical, but the problem with many of the arguments here is that they have to do with "there's no WAY Sakurai would add so-and-so character to Smash!" If this was a valid argument against it, the Melee and Brawl leaks would be debunked solely for having weird characters.

That's really a matter of perception. Captain N was more of an American hit rather than a worldwide hit, and on top of that, it has a handicap of King Hippo's popularity being based in nostalgia, while Bald Bull is the poster-child recurring enemy, especially since he is a bitter rival to Doc Louis.

He isn't "easily" the most iconic villain. Like I said, Bald Bull is a far more important character in more games. He appears on the cover of Super Punch-Out!!, and is in all but one game in the series, as opposed to King Hippo, who is in two games and the cartoon.
