Assuming it's timed correctly, falcon's dair is safe on shield by a few frames, so upB out of shield isn't guaranteed. There's also an issue of spacing in most cases, so it's often not a great punish. If the falcon tries for a grab though, you should be able to beat it out every time with upB.

If you get both hits of bomb it's 37%, knockback obviously not as good as the beam, though. Should be viable at lower %s, when they're under a platform that stops the bomb drop, or you don't have a beam. Also helps that the tech requirement is lower, but I remember being pretty bad at landing...
