Falco definitely is still a clone, as is Toon Link, but Falco is way more different from Fox than Toon Link and Link. Falco's Down Special, Side Special, Forward Smash, Up Smash, and some of his aerials are different from Fox. COMPLETELY different. Toon Link's boomerang doesn't have a wind...
