IIRC, Achilles said he's aiming to have alternate costumes for every character in 20xx HP's next release. I believe your questions have already been asked and answered in the official 20xx thread.

I once asked Leffen if he had a texture hack request, he said he'd like to see TSM textures, but I didn't find his idea appealing. Perhaps you should tweet this to him.
