I don't get why everyone keeps putting Jiggs over Peach when, in my opinion, Peach clearly outclasses Jiggs.

Isn't Fox generally considered to be a bad character on lower level play? He's very difficult to get down and has one of the sharpest learning curves. I feel like the tier list matters the most at the Sfat, Shiz, Leffen level of play.
