Totally going to have to agree with Magna on this one guys. He's just better than he was in melee I played him for who knows how long, and he will always be my main through and through.

Yepp I have noticed this as well. just wasn't quite sure where the sweetspot is.

I don't really play with smashballs on, but when I do it's with 4 players (4 person brawl or teams). Seems to work wonders for me though in that situation

1)Most of the time I do tons of fox trotting doubles to confuse and when I get close I shorthop Dair or Nair til their percentage gets up. If they dash a lot then I fireball them making them stop middash followed up by a grab or fsmash 2)start shield grabbing them and tossing them down and...

Totally agree with you on the smashes his fireballs also seem a bit better because I know I didn't really use them that much in melee, but now I find myself using them all too often in brawl. I have a feeling he will move up in the tier list though. I mean come on who doesn't love the guy...

almost positive its random because I try to do it for fun sometimes in matches if I'm ahead in stock. just play around with it

Ummm maybe in melee that would have been true, but luigi is much much better than mario in brawl. Mario also has that stupid water pouch making him completely different. I know I play squirtle for a secondary, and snake against some characters Hope that helps :)
