The game is getting released in Japan. I'm pretty sure its all ready to go, its just taking forever for whatever reason. Maybe the game will gain enough popularity for it by the time there is a Smash 5.

This wouldn't work at all. Tails doesn't use the homing attack and he is proportionally smaller than Sonic. It wouldn't be taking advantage of Tails unique attributes either. Metal Sonic and Shadow would work so much better since they share the same traits as Sonic.
