I think that he would have been a good character, and i'm sure he wouldn't be a High- or Top tier, but he would have been fun to controll. I think he could be a great "dwarf", and his up+B better be warping powder. :) He better be not all that slow inn his attacks, it's bad enough with PWNS'er...
