Well bringing double aerials back sounds quite promising. I think it's ok to nerf the fair, but I also think he needs his double fair or fair to uair in one short hop. So i'd say this sounds a lot better than the things you said before (not changing) but I can't really say how good the changes...

yeah, i think PAL usually uses the 50hz system on everything, so 50 frames. Actually there are like 49.999 frames or something like that. But you can switch to 60hz as well if you want to.
