Because there's 7 tiers, and people want Puff to be in that 7th tier instead of what she's currently in, tier 6.

Even if Pika isn't Tier 1, that's no reason to vote them down like some people have been doing. The downvotes Pika is getting will do nothing but delay Pika's rise to Tier 2.
