I would recommend not doing that. Having Black Shadow before Samurai Goroh is like having Wolf before Falco. Not to mention it would only make it more difficult to differentiate him from Falcon and Ganon. Unlike Goroh who could have a much more unique semi-clone move set.

I understand, but according to Golden Black Shadow has immense popularity in Japan, comparing it to that of Little Mac and Ridley over here. And if Ganondorf gets a new moveset, his old one can be transferred to Black Shadow so that everyone's happy. Really I think that either Goroh or Shadow could work. And personally I think that Wolf should have come first anyway.

Popularity doesn't always override importance. This isn't Pokemon. If you're not going to have Samurai Goroh. (Falcon's rival that has been around since the beginning and had more importance in both F-Zero AND Smash) then there is no real reason to have an F-Zero character.
