MK, Snake, Diddy, Falco, ICs, Wario, Marth, Dedede... my predictions for the top of the next list (not necessarily all within the same tier, and ICs might go above Falco). I still personally fell that Marth should never be above Dedede, but his recent results will put him there.
Disregarding characters. theres only like 5 players in the world, that can beat lain or meep... and they both still mess up grabs from time to time, and ICs arent top tier?
2. Right now four characters can land footstool combos on ROB that are 0-deaths when performed correctly, and these were found by accident. When the game's various character community think tanks start looking for ROB combos, it will become a grim reality quickly that many other characters can perform these as well.
Four characters? I know there's ZSS and Captain Falcon... who are the other two?

Both of them still mess up chaingrabs so that should be considered in the tier list. The tier list isn't based on theoretical perfect play its based on top level play and at that top level the CGs are messed up regularly.

I agree, but what Im saying is that even tho lain and meep still mess up their grabs from time to time, theres still very very few people that can beat either of them. I can probably count on one hand the people that can beat both of them. and somehow people still say that the character isnt top tier.

Player behavior is not direct evidence of character potential.
Lain and meep are REALLY friggin good.
To say, oh because Lain and Meep do this or that MUST be evidence of IC's being top tier.
It is an indication but really, stop using it as evidence.
The reason for Ice Climbers not being S Tier material, in my personal opinion, is that once separated, which can happen at any time by even the most inconventional methods such as a footstool or Yoshi's Bair, the remaining Ice Climber is practically Low-Tier material, unable to perform those deadly ChainGrabs which easily make Ice Climbers a fearsome beast.
Another reason, they are easily Counterpicked when it comes to Stages. For the ChainGrabs to be effectively implemented, it has to be a neutral, or at the very most, a relatively tame Counterpick such as Yoshi's Island or Delfino. (If said stages aren't already Neutrals) If it's not, such as Rainbow Cruise, Brinstar, or Norfair, then those uneven terrains and platforms make it an unrealistic setting. Without the ChainGrabs and stable environment needed to keep the AI from making any stupid mistakes, then MetaKnight's, Dedede's, Diddy Kong's, Snake's, and Wario's will most likely have it as their advantage.
All it takes is some crafty setups and a good understanding when it comes to the Counterpicking process to make Ice Climbers remain in A Tier.
Ice Climbers are still a monster, and will remain top of A Tier without question.

There are always exceptions when it comes to every rule, but if a foundation of truth exists in the specific equation, then there's probably a reason why.
Let me remind you Meep is a top level national player, arguably the best Ice Climbers out there.
*Edit* And what Tien said about Anti performing a Bair right into a Grab.
