If Sonic didn't have a fast running speed, would he still be good?

Let's just assume that Sonic's running speed turns out to be as fast as Mario's running speed. He still keeps the speed of his spin dash and spin charge, his specials, his aerial speed, and the damage and knockback all his moves do.

I know of course that this makes Sonic worst, but would he still be usable to win with?

It's not like Sonic was good to start with, but if you take away his running speed, he loses so much.

Sonic being slower than Falcon is blasphemous anyway.
