nerfed jiggz

in melee ANYTIME you hit your opponent with rest, they were in trouble. even from 0%, but they may not die from there. the trouble zone on the brawl jigglypuff's rest is around 70%. same with rollout and pound, they were stronger, and gave more damage in melee. how whould the matchups or tiers be turned if jiggz wasnt nerfed?
