If I purchase Wii U/3DS Cloud, will DS using friends have him available w/o purchasing Cloud himself when connecting locally?

If you're the only one who has purchased Cloud, all the other Smash 3DS players can still fight you while you're using Cloud, but they're just not able to use him themselves.
