How to make it so you can only jump out of an action?

I want to recreate Fox's Shine with Luigi but I can't figure out how to make it so you can only jump out of a move. Right now I am using an allow interrupt but its not what I really want so what do I do? I am using Crazy Hand but could use a Hex Editor if I have to.
