Question concerning Clouds Foxtrot.

This has been on my mind for a while but i haven't found anything that seemed certain.
What exactly gives Cloud the Foxtrot that he has? It is related to his initial dash or friction? Or a combination of certain things?

His dash to neutral is 17 frames, which is a good deal shorter than a lot of characters, on top of it having a good distance.
