I do not think it is possible because tethers automatically grab the ledge instead of tethering to a wall like Melee's tethers.

Im sorry Waffle, but please just use your head... samus in that gif (shout out to Leon for that nasty recovery), samus wall jumps after reeling in the tether... in PM samus is instantly taken to the ledge.... so if you can't grapple the stage that isnt the ledge.... you can't wall jump off a grapple.... but yes samus can still wall jump in PM, and reverse her body with a neutral b reverse to then grab the ledge
