What was Webs talking about when he mentions Doctor Mario's Down-B tech?

So I was watching the Genesis 4 stream earlier, and Chroma and Webs were both talking while the Draft Crews began. Webs starts talking about Doctor Mario's little known Down-B tech. I've tried to look for evidence of this, but I can't seem to find anything. I am starting to think the dude was just playing around, so I thought I could ask ya'll knowledgeable people about this. It also doesn't help that he doesn't describe what it could be, which further leads to me think he's playing around.
