A common theme in Ultimate is nerfing characters' most overpowered moves and making everything else better. For Ganondorf that basically applies to all the moves you mentioned.

The setting you're talking about is unrelated to Rage. It's a flat power boost for bad players when it's turned on. It's off by default.
