It is mainly a mix-up option, however, it is one of the best in the game.
You can run and then dash back into a grab.
Dash while waiting for your opponent to make a mistake.
And use it as a general movement option.
There are a lot more uses for Extended DD, but they all usually fall under these categories.

But to add, it's a good movement option, especially for baiting and punishing. You can preform many moves out of a dance trot and mixing in other techs like perfect pivots can lead to some good stuff, such as making Roy harder to approach (recent match example). It also helps with unpredictability too. Also, how to preform dance trots + examples. better explanation than I could give
