Editing 20XX 4.05 CSS

I have two questions for anyone more knowledgeable than me.
1. How do you change the color of the gray bar at the top and bottom of the CSS? I can't seem to understand how to do this.
2. How do I use a PNG as a CSS icon for a character? I found some cool art for character icons in the Melee Texture Hacking thread, but it's only for vanilla melee.
If anyone can answer that would be very appreciated. I'm rather new to Melee hacking, so I lack the knowledge.

Well I can't seem to figure out how to change the PNG to a dat file. According to DTW you cannot use an old 20xx CSSon 4.05
