You need to space Lugi out more mangz. Abuse the F-air and always use an f-tilt after it if you miss. That you you keep him at a perfect distance to follow up. Also you are in the air too much against a Luigi. Use mire ground attacks; like I said tilts are awesome they space him out and have good priority. F-tilt can even out-prioritize Luigi's misfire.
