flame cancel?

I have the first version of ssbm......but i have tried flame canceling.....and i can't for the life of me! i was told it was like the short hop lazer.....but i tried ....and it didn't work......can anyone help me?

In the sh*tty PAL version you can't flame cancel.

It's not only the flame cancel. All the good moves don't work in the PAL version.
