Getting wish on eevee

Smeargle with wish. Thats it really, you just have to sketch wish and thats it.

You can either Sketch wish as Smeargle and breed that like you mentioned or you could go threw a chain of breeding
Basically, you'll have to breed a (M) Togetic with a (F) Skitty/Delcatty (or Pikachu) to obtain a (M) Skitty (or Pikachu) with Wish and then breed that with a (F) Eevee or an evolution of Eevee to obtain an Eevee with Wish.
Togetic > Skitty/Pikachu > Eevee
Basically, you'll have to breed a (M) Togetic with a (F) Skitty/Delcatty (or Pikachu) to obtain a (M) Skitty (or Pikachu) with Wish and then breed that with a (F) Eevee or an evolution of Eevee to obtain an Eevee with Wish.
