Quite frankly, Falco spam>Samus spam at long range and mid-range. I agree with throwback, the best range to be is zair range, so you literally have no choice against a campy Falco, just charge in and zair. Then there is the ever dreaded SHDL>phantasm, it is very hard to punish effectively, your best bet is just to keep zairing and go for the gimp if possible, unless of course, you are good at predicting. Seriously though, you shouldn't be using Samus against Falco in the first place.
