Ecco the Dolphin is a must, but I wonder how his moveset should be made since his character is based on swimming. He has also some moveset potential, the problem is just that the stage should be flooded with water, and even in that case, he would be a "flying" character, it would be strange seeing him creeping at the floor instead of swimming.
Anyway, Ax Battler FTW! His moveset is already half done in that Ax Battler game on Gamegear (Golden Axe spinoff).

The Chaotix, Silver and Big the Cat are ATs.
Nack the Weasel is nowhere to be seen.

The Magician (The House of the Dead) is an Adventure Mode boss even though he was one of the most requested characters.
G (The House of the Dead) is an AT.
Isaac Washington (The House of the Dead) was not included because Sega wanted the game to be kid friendly.
Akira Yuki is the only Virtua Fighter rep.
Pai Chan, Jacky Bryant and Sarah Bryant are ATs.
Dural makes a cameo in the Virtual Fighter stage.
Lan Di (Shenmue) was not added even though he was one of the most requested characters.
Aika (Skies of Arcadia) is an AT.
Hotsuma (Shinobi) is not in the game.
Tyris Flare (Golden Axe) is an AT.
Death Adder (Golden Axe) is a stage boss in the Golden Axe stage.
Sakura Shinguji was only added to please japanese players.
Bayonetta is a Wii U DLC exclusive. She was originally not going to be playable but was added due to popular demand.
Bonanza Bros. work similar to the Ice Climbers.
Football Manager is a WTF character no one expected (much like WFT)
AGES is the last character you unlock (much like G&W in Melee)
AGES moveset is similar to Mr. G&W's. Uses old Sega game references in some of his attacks.
Jack Frost is the only rep from Atlus.
The only ATs from Atlus are characters from the Persona games.
There are no references to the Megami Tensei franchise (other than Persona) or any of Atlus' other properties.
Earthworm Jim is in all versions.
Mario and Mii are Wii U exclusives.
Banjo & Kazooie and Avatar are Xbox One exclusives.
Heavy (Team Fortress) is a PC exclusive.
PS4 version gets no exclusives.
ToeJam & Earl are nowhere to be seen.
Segata Sanshiro was not included even though he was one of the most requested characters. Sega says he's not in the game because they felt he was "too japanese" and because Sakura Shinguji was already in.
There are no Valkyria Chronicles reps.
There are no Panzer Dragoon reps.
There are no Streets of Rage reps.
There are no Shining reps.
There are no Virtual-On reps.
There are no Puyo Puyo reps.
There are no Wonder Boy reps.

Opa Opa (Fantasy Zone) is an AT.
The ChuChus (ChuChu Rocket!) are ATs.
The Centurion (Altered Beast) is an AT.

Bahn (Fighting Vipers) is an AT.
Ristar and Vectorman were planned, but where not added in the end.
Ristar makes a cameo in a Dr. Eggman related stage.
Vectorman is just a regular trophy.
Hatsune Miku makes a cameo in the Space Channel 5 stage.
Ecco the Dolphin makes a cameo in the Ecco the Dolphin stage.
Kazuma Kiryu (Yakuza) was not included because Sega wanted the game to be kid friendly.
Jack Cayman (MadWorld) was not included because Sega wanted the game to be kid friendly.
Willemus, Shogun and General Winter are exclusive ATs for the PC version.
Smash Run is plagued with Sonic enemies (much like Kid Icarus)
KapuKapus (ChuChu Rocket!) are enemies in Smash Run.
Axel (Crazy Taxi) makes a cameo in the Crazy Taxi stage.
The Tower (The House of the Dead) is a stage boss in the The House of the Dead stage.
There's a Panzer Dragoon stage based on the first game.
There's a stage based on the Virtual-On games.
There's a stage based on Persona 4.
There's a stage based on Burning Rangers.
There's a stage based on After Burner.
The Puyos are items.
Wonder Boy, Shining and Streets of Rage are only represented via music and regular trophies.
Any franchise not mentioned above is only represented via music / regular trophies or simply has no representation at all.
