They can. The human mind is perfectly capable of forming impressions and ideas from simple icons, like this smile here, which is an equals sign and parenthesis. =)

So when you look at a video game character, your brain goes through the same process to make sense out of what it is. It's no longer just a picture, it's an idea, a concept of sorts, thus it is possible to judge sexiness scales on them. It's explained so much better in the anime Genshiken. Watch that.
