how does captain jack does that nuetral air from the edge and make them go down does your oponent have to be right beneath you

They bounce off the wall and get spiked, I believe. He just falls down and does it.

God of shiek if they hit the wall it doesn't matter if they are hit by the neutral A or any attack just as long as they don't tech and the attack has enough hit back it will cause them to fall to there death.

So to answer your question Jack opponent just happen to be located between Jack and the wall and was force towards it thus killing them.
