I'd guess 9AM PDT at the earliest, but they don't have a time listed that I can see. Assuming it's virtually the same content as the Japanese stream, though, I'm expecting an overview of previously confirmed characters/modes, not anything brand new.

Seeing as they're offering eight hours of gameplay, odds are pretty good it'll start in the morning, or noon at latest.
