I'm learning German and I want melee to be in german but I don't want to practice pal melee. Would there be any way to have pal languages on ntsc?

I doubt that playing Melee set to German will help you learning the language. Most of the menus and what the characters say is still kept in English – Fox says "Come on!", not "Komm schon!", and Falcon still taunts "Show me your moves!", not "Zeig mir deine Bewegungen!". You wouldn't learn much more than that Jigglypuff is Pummeluff here and has an extremely annoying voice, only topped by the French Rondoudou.
