my friend says he has the best in the game is this true

Yes, his recovery is very, very good. And it's definitely a contender for best in the game, in my opinion it is.

If he gets hit during his up b he cant use it again so its not as good as everyone thinks.

Not sure about the blasters but most likely, if your pit, its best to avoid people during your up b

just saying this i think he is going to be the best character in the game almost just because of his recovery but the whilrrling blades of doom dont make him any worse

I think it is. Just fly from below the stage to the edge, no risk of being shot, not like you're going to fly around in blaster range..
