Proof of judgment: same number twice in a row.

theres a few things that could be going on here. first of all yes, he could be getting interrupted while trying to pull hammers out which would affect it. Also because theres more than one game and watch on the field its possible that their hammers also affect the pool of numbers that can be pulled. Interesting find definitely, but until i see a single game and watch do two hammers in a row, im not going to bother worrying about it.

Simple answer:
Justice is random

Regardless on how you look at it...it just is...
HOW is it random?...Well, thats what people want to know...But I say its not THAT big of a deal...Even with that knowledge your not in-game going to fix it so you'll only get "9's".

lol well even if it is "random" almost all the time (99.999999999999%) of the time its a good idea to filter two judgements after you get a nine.

There was a time when I pulled two stitch-face turnips in a row with Peach. Or there was another time I pulled two swords and a bob-omb in the same match (it was a Basic Brawl).

I don't know how G&W's hammer works exactly, but I'd say it's just a matter of luck/chance/probability.

I think he got punched while doing it the second time like NoJ said, but even if this is true, it's pointless because it would happen so very rare, it wouldn't be worth it try and get two 9's in a row.
