I noticed it doesn't kill around 130% anymore. Has this been changed in an earlier patch or update? I've been gone from smash for some time

It was changed in one of the first balance patches, it is much worse now.

patch 1.0.8 or the Mewtwo patch nerfed ROB's uthrow so it kills now at like 150%

Patch 1.0.6 nerfed R.O.B.'s Upthrow enormously.
And that was right after Infinite Burner got patched out in 1.0.5.

I got 17th at a tourney from just fishing for grabs and up throwing.
