I'm 99% sure he means that americans are 'flop'. Flopping is basically when you make plans or say that you will show up to something, and then don't show up.

I'm pretty sure he means that and is using the context wrong (in urban terms ofc [because no one ever said that they are going to europe from what I know]).

Kind of like when people use 'fake' and 'exposed' wrong like 90% of the time on the boards (when the use it in urban terms).
