Spawning Items

How do make a move spawn an item or other sprite (like laser or star)? Also, how do you make a character always have an item out? And how do you make Kirby always have a hat?

I'm working on my sword Kirby PSA, but I need these answers. I've swapped articles with a sword, but I don't know how to make him, always have his hammer (sword) out. And I want him to always be wearing Link's hat. Thanks.
